Constitutional provisions, statutory laws, rules and judicial pronouncements govern the relationship between employer & employee. These laws provide rights, duties & service conditions for millions of employees & employers, Articles 309, 310 & 311 of the Indian Constitution are the root of all these laws. In order to resolve the service matter disputes out of regular courts we have Administration Tribunals with specialisation & focus on employer- employee relationship.
However, in digital era and rising trend of contractual appointment there is need of a comprehensive framework for resolution of disputes with strong data protection measures.

Being member of IRAS our service consultant has chaired so many disciplinary enquiries. On major penalty he has authored a hand book also. As Vigilance officer & faculty member of Railway Staff College,Vadodara. Dr Rai has multifaceted exposure related to departmental proceedings. He is also on Arbitration Panel of India Railway.
